If you need to fleetsave without a moon, then send all of your fleet with all of your rez on a deployment. Lower the speed to arrive 30mins after you should be logging on again. This way if someone tries to phalanx you, you can recall it. If they try to phalanx a recalled deployment, then they will be unable to see it.

With a moon, you should fleetsave from your moon to a Debris Field (DF).
Be sure to set the arrival time to HALF the total time you are going to be gone. The fleet has to go to the DF and back. This is also un-phalanx-able. If you have two moons, then you can fleetsave from moon to moon on a deployment OR a transport mission.

If you are the kind of person who hates logic and despises reason.... You could attack an inactive for a fleetsave... but this will just get you fleet crashed.
